Position Summary: The Systems Engineer will be responsible for planning, design, integration, and installation of complex information systems, configuration management and control systems, computer systems and related subsystems for Navy Programs. The Systems Engineer shall maintain a secret clearance and provide systems engineering expertise, to include hardware system design, analysis of alternatives, end-of-life planning, technical documentation, and testing for the Space and Naval Warfare Systems Command.

Education and Experience:

  • Active Secret Clearance
  • Bachelor’s degree in computer science, information systems, engineering, business, or other related scientific or technical discipline.
  • Prefer Candidates with Certifications in containerization (e.g., Docker Certified Associate, Kubernetes Administrator) or networking (e.g., CCNA, CompTIA Network+).
  • Minimum 5 years of experience in a DOD, Navy, NAVWAR program or related field.
  • Familiarity with CANES or other NAVY Networks.

Job Requirements:

  • Strong understanding of networking principles, protocols, and technologies.
  • Experience with encryption technologies and data security practices, particularly for data in transit.
  • Familiarity with Configuration Management tools (e.g., CMPro).
  • Experience with Agile workflows, such as Scrum or Kanban.
  • Experience in applying analytical skills to support process improvement, studies, and analysis project.
  • Experience with current server, switching, storage, networking, and virtualization technologies.
  • Conduct data analyses, interpret, and summarize results .
  • Conduct technical requirements definition / allocation.
  • Develop technical documentation, to include test plans and reports.
  • Must have strong analytical skills and attention to detail.
  • Ability to be organized, proactive, and detail-oriented in a fast-paced environment.
  • Ability to work effectively in both independent and team environments.

Position Summary:

 Cypher Analytics is currently seeking junior, mid, and senior level Program Management Consultants with active secret clearances to provide project management, acquisition management, and general administrative support to Navy Programs. Ideal candidates will be team players, proactive, detail orientated, and motivated self-starters. This posting is for future openings.

Position is located in San Diego, CA.

Basic Qualifications:

  • Active DOD Secret Clearance
  • Bachelor’s Degree
  • Must have the following years of experience providing program support to the DoD depending on job level: Junior 1+ years, Mid 3+ years, Senior 5+ years.
  • Prefer experience in a DOD, Navy, Army, Marines, National Guard, and/or NAVWAR program or related field.
  • Proficient in Microsoft Office, including Word, Project, and PowerPoint.
  • Ability to use MS Excel to do VLOOKUPs, Pivot Tables, and complex formulas.
  • Understands DoD and industry best practices for Program/Project Management.
  • Understands the DoD Acquisition Life Cycle.

Responsibilities:

  • Provide on-site direct support to the Program Manager in managing the day-to-day activities.
  • Develop, monitor and assist in the management of project schedules and resources to mitigate risk throughout the project life cycle.
  • Support the development and management of program briefs, correspondence, data calls and initiatives relating to program projects, risks, and issues.
  • Schedule meetings, draft agendas, record minutes and action items, manage and maintain action item trackers, coordinate completion of action items with internal and external stakeholders, attend and participate in meetings.
  • Assist in responding to various ad hoc data calls related to program projects.
