Position Summary:
The Business Analyst / Program Management Specialist will be responsible for performing program and project management functions for Program Executive Office (PEO) Command, Control, Communications,

Computers and Intelligence (C4I) PMW 790 Shore and Expeditionary Integration Program Office at Naval Information Warfare Center (NIWC) Pacific. This position has high growth potential for the candidate who has the aptitude to learn quickly and a drive for excellence. Previous DoD experience strongly preferred.

Qualifications:

  • An active Secret Security Clearance with the DoD is required.
  • Bachelor’s Degree or PMP certification + equivalent experience is required.
  • Minimum 2 years of experience in program management, engineering/science management, operations research analysis or financial/cost analysis.
  • Must have experience with Microsoft Office, including Word, Excel, Project, and PowerPoint.
  • Must have experience in MS Excel to do VLOOKUPs, Pivot Tables, and complex formulas.
  • Ability to work flexible hours occasionally to support OCONUS customers.
  • PMP certification strongly preferred.

Job Duties:

  • Perform programmatic and technical analyses necessary for installation readiness in accordance with Fleet Readiness Directorate (FRD) Fleet Readiness Certification Board (FRCB) and NIWC Shore Installation Process (SIP) standards to attain shore implementation objectives at assigned shore sites.
  • Assist development and maintenance of program documentation for planning, implementation, and inter-command coordination of shore and expeditionary systems at assigned shore sites
  • Ensure document compliance, track installation milestones, answer data calls related to installation preparation, scheduling, and technical inquiries.
  • Liaise with site leadership and personnel as well as Integrated Product Teams (IPTs) and other stakeholders as necessary.
  • Maintain program calendars and action items.

Knowledge, Skills and Abilities:

  • Knowledge of FAR & DAU acquisition, government contracts management, business management, and Integrated Master Schedules (IMS).
  • Ability to develop briefs, point papers and data call responses.
  • Must have strong analytical skills and excellent oral and written communication skills.
  • Ability to be organized, proactive, and detail-oriented in a fast-paced environment.
  • Ability to work both independently and as part of a team.
  • Ability to interact effectively with all levels of management.

Position Summary:

The Network Engineer will be responsible for planning, design, integration, and installation of complex IP networks to include wired and wireless. The Network Engineer should be competent in routing, switching, VPNs, and Firewalls. The Network Engineer shall provide engineering expertise, to include network design, analysis of alternatives, end-of-life planning, technical documentation, and testing.

Qualifications:

  • Active DoD Secret Security Clearance is required.
  • Minimum of 3 -5 years of network engineering experience in a DoD, Navy, and/or SPAWAR program
  • Bachelor’s degree in computer science, information systems management, mathematics, physical sciences, operations research, statistics, or engineering from an accredited college or university is preferred.
  • One of the following certifications is required: Security +, CASP +, CCNA, or CCNP
  • PMP Certification is preferred.

Job Duties:

  • Provide engineering and technical assistance to engineers for interoperating systems and networks on client’s wireless network.
  • Analyze, integrate, program, document, and troubleshoot various network components/systems.
  • Provide engineering team with analysis of alternatives, concept of operations, and technical assistance on features for wireless architecture.
  • Assist with site design and document development.
  • Perform wireless site surveys.
  • Assist with planning for the sustainment of current and future systems.
  • Identify potential security threats and develop countermeasures.

Knowledge, Skills and Abilities:

  • Demonstrate a firm understanding of networking, network design and network security fundamentals that are applied in operational DOD network architectures.
  • Knowledge of industry best practices for designing, implementing, and maintaining network security and service availability throughout the system life cycle.
  • Must have strong analytical skills and attention to detail
  • Ability to be organized, proactive, and detail-oriented in a fast-paced environment
  • Excellent oral and written communication skills
  • Strong MS Office skills including Outlook, Excel, Word, PowerPoint, and Project

Position Summary:
The Systems Engineer will be responsible for planning, design, integration, and installation of complex information
systems, automatic digital data systems, radar systems, communication systems, configuration management and
control systems, computer systems and related subsystems. The Systems Engineer shall provide systems
engineering expertise, to include hardware system design, analysis of alternatives, end-of-life planning, technical
documentation, and testing for the Space and Naval Warfare Systems Command.

Qualifications:

  • Minimum of 3 years of systems engineering experience in a DoD, Navy, and/or SPAWAR program
  • Active DoD Secret Security Clearance
  • Bachelor’s degree in computer science, information systems management, mathematics, physical sciences,
    operations research, statistics, or engineering from an accredited college or university
  • Experience with current server, switching, storage, networking, and virtualization technologies
  • Cybersecurity Workforce (DoD 8570) Certification
  • Security+ Certification preferred
  • Must have strong analytical skills and attention to detail
  • Ability to be organized, proactive, and detail-oriented in a fast-paced environment
  • Excellent oral and written communication skills
  • Ability to work both independently and as part of a team
  • Ability to interact effectively with all levels of management
  • Strong MS Office skills including Outlook, Excel, Word, PowerPoint, and Project
