SeaPort-e is the Navy’s electronic platform for efficiently procuring over a half billion dollars of Professional Support Services each year. It is available to the Navy Systems Commands (NAVSEA, NAVAIR, NAVSUP, SPAWAR, NAVFAC), the Office of Naval Research, the Defense Threat Reduction Agency (DTRA), and the US Marine Corps to competitively solicit offers to the diverse pool of SeaPort-e prime contract holders and their approved team members. This allows for a streamlined, innovative acquisition process that enables the Government to obtain services tailored to the needs of geographically dispersed organizations with significantly diverse product area requirements and missions.

Cypher Analytics holds a SeaPort-e prime contract and provides services including In-Service Engineering, Fleet Introduction, Installation and Checkout Support, Program Support, Training Support, and Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support. For over 25 years Tele-Consultants, Inc. (TCI) has been supporting Navy C4ISR systems. TCI provides experience in Program/Project Management, Engineering, Logistics, Information Assurance, Software Engineering and Development,  Curriculum Development, Training and Technical Support for Command, Control, Communications, Computers, and Intelligence (C4I) and Antenna/Electromagnetic (EM) sensors and our knowledge provides us the unique ability to support Naval Sea Systems Command (NAVSEA)/PEO C4I/SPAWAR/NUWC in implementation of C4I and Satellite Communication (SATCOM) programs necessary to meet the current and emerging requirements across a DOD. Quality Assurance Program

At Cypher Analytics, Inc. we employ a quality management approach based on the Project Management Institute’s Project Management Body of Knowledge (PMBOK). Our Quality Assurance Program is designed to ensure that our team provides the highest level of service to our clients. We evaluate overall task performance on a monthly basis, and track the progress of key project deliverables, costs, and task status through formal reporting in Monthly Status Reports (MSR).

These reports are reviewed internally by our program managers to provide confidence to our team and to our clients that the tasks not only satisfy, but exceed demanding quality standards. We mitigate risk on an ongoing basis by identifying potential problems at each program milestone and review, and institute active programs of total quality control and assurance for each contract deliverable and service. This allows us to detect both problems and opportunities in their infancy, prohibiting cost growth and encouraging cost, schedule, and performance optimization.

8(a) Certification

Cypher Analytics, Inc. entered the Small Business Administration (SBA) 8(a) program for small disadvantaged businesses in September 2012. This program is intended to benefit both the client as well as the contractor through processes that ensure quality performance and competitive vpricing. Through this program, Government Agencies can contract directly with Cypher Analytics using Sole-Source Acquisition. Sole source contracts present a way for Government Agencies to quickly procure the goods and services they require, cutting lengthy contracting delays typical of competitive acquisitions while fulfilling Federal small business goals.

Sole-Source Directly to Cypher Analytics, Inc.

Any federal agency can identify work especially suited for an 8(a) firm and can set-aside the project without releasing it for competitive bids, allowing for a direct award to a nominated 8(a) firm.

Sole-Source IDIQ for Cypher Analytics, Inc

When an agency finds an 8(a) company that they would like to utilize on a regular basis, the agency might choose to award a Sole-Source IDIQ (Indefinite Delivery/Indefinite Quantity) contract. Preparation of this IDIQ is very cost-effective for the agency as it minimizes the length of time involved in contracting out individual task orders. This type of contracting mechanism can be awarded very much like the sole-source contracts described above.

A BOA (Basic Order Agreement) can also be awarded on a sole-source basis under the 8(a) program. A BOA is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains the following items:

A. Terms and clauses applying to future contracts (orders) between the parties during its term.

B. A description, as specific as practicable, of supplies or services to be provided.

C. Methods for pricing, issuing, and delivering future orders under the Basic Ordering Agreement.
Any of the contracting vehicles described above can be used
to provide both services (e.g. Engineering, Program/ Project Management, Financial Management, Training, Technicians) up
to $4,000,000, and/or supplies (e.g. Networking Equipment, Servers, Software, Computers) up to $6,500,000.

These contracting options provide a quick turnaround from requirement / SOW to Contract Award and can be completed within weeks, enabling Cypher Analytics to fulfill any client requirement quickly and efficiently.
